New York Lawmakers Renew Efforts to Legalize Wine Sales in Grocery Stores

New York state lawmakers are revisiting the legislation that would allow grocery stores to sell wine, sparking a renewed debate between large retailers and independent wine shop owners. This proposal aims to align New York with the majority of states that permit wine sales in supermarkets.

Supporters, such as Northeast Grocery Inc.’s vice president, Mona Golub, emphasize the need for retailers to adapt to shifting consumer habits, which have notably changed over the past few years, especially during the COVID-19 pandemic. Golub argues that this change is essential to meet customer demands.

In contrast, independent wine store owners express concerns about the negative repercussions on their businesses. Cyndi Leonard, owner of Colonial Wine and Spirits in Orchard Park, highlights the potential job losses across the supply chain, from distributors to warehouse workers and wineries.

Although the legislation has previously failed, proponents believe that this latest version includes protections for small businesses. Democratic State Senator Liz Krueger considers wine sales in grocery stores a "common-sense change" that will not harm small businesses. Similarly, Assemblymember Pamela Hunter mentions that the proposal enjoys "overwhelming public support" and has been amended to prevent grocery stores within 500 feet of existing liquor licenses from obtaining a wine sales permit.

Despite these assurances, Leonard remains skeptical about whether these protections are adequate. The ongoing debate places consumer convenience against the viability of independent retailers and the overall impact on industry employment.
