Napa Valley Wine Leader Calls for Expansion of Controversial Trump Policy to Protect California Vineyards

Chris Lehoux, April 15, 2026

The leader of the California wine industry, Jeff Bitter, has called upon President Trump to increase tariffs on imported wines as a means to support domestic producers. Bitter, representing the statewide marketing cooperative Allied Grape Growers, argues that the competitive pricing of imported wines makes it difficult for California wineries to thrive. He emphasizes that one-third of wines consumed in the U.S. are imported, which puts further pressure on local wineries facing increased operational costs.

In recent years, California’s wine industry has faced significant challenges, with many vineyards closing as preferences shift among consumers. Bitter noted that the state has seen 40,000 acres of wine grapes pulled out annually due to declining demand. He attributed these changes primarily to the younger generations’ changing drinking habits, with wine being perceived as a luxury product rather than a staple.

While Trump’s administration has previously imposed a 10% tariff on European wine, the effectiveness of these tariffs in bolstering domestic wine sales remains debatable. Some producers suggest that imposing tariffs may not solve the existing issues because American consumers often prefer foreign wines over local options. Bitter acknowledged the uncertainty surrounding whether tariffs would genuinely benefit California wine producers, given that exports from the state comprise a mere 3% of total wine production.

As the struggles of the California wine industry continue, Bitter’s perspective highlights a growing concern about its future viability unless significant shifts in both consumer preferences and regulatory policies are enacted.
