Napa Valley Power Struggle: The Clash Between County Supervisors and Wine Executives

Belia Ramos, a Napa County supervisor, has found herself embroiled in a complicated power struggle with prominent figures in the Napa Valley wine and tourism sector. Initially stemming from policy disagreements, the feud has drastically escalated over a six-year timeline, culminating in personal attacks and accusations that have made her life increasingly difficult.

The conflict gained notoriety when a Farm Bureau executive, Ryan Klobas, tragically took his own life. Ramos faced severe public scrutiny, with some blaming her for his death. She claims she has been subjected to harassment, including being followed and attacked in political advertisements.

Ramos’s problems began when the Napa County Farm Bureau, which had previously endorsed her, distanced itself after she deviated from its directives, such as during the opposition to Measure C—a 2018 initiative aimed at enhancing vineyard regulations. Initial support turned sour when Ramos refused to proceed with Farm Bureau’s legal strategies tied to the aforementioned measure. This choice led to a perception that she was not a "team player," a claim that has dogged her career since.

As tensions escalated, Ramos found herself isolated from peers and former supporters, especially when she opposed the Farm Bureau on various key issues, including water quality, tree protection, and cannabis ordinances. She was even met with hostility from her former allies, which intensified when she was accused of improperly receiving a COVID-19 vaccine, leading to calls for her resignation and a recall campaign.

Ramos’s conflict with Klobas took a darker turn as he began bombarding her with personal messages, at times overstepping professional boundaries. Her experiences with him, particularly after her divorce, resurfaced painful memories for her, creating further emotional strain. Efforts to distance herself from Klobas were met with hostility as he allegedly attempted to undermine her credibility.

Adding to the turmoil, Ramos was targeted publicly by colleagues, including disparaging comments made at a Chamber of Commerce event that suggested she was responsible for Klobas’s death. A key incident of public shaming occurred when private, sensitive family court documents were maliciously affixed to trees in Napa, seemingly as a calculated attack to undermine her.

Despite these challenges, Ramos has remained resolute in her commitment to serve her community. Her efforts to secure a restraining order against the individuals involved in the smear campaigns have resulted in some weak legal victories, but her quest for privacy in her family court case continues to be a struggle as local media coverage often rehashes details of her personal life.

In the latest election cycle, Ramos still garnered significant support despite the controversy, suggesting that her work has yet to be overshadowed entirely by her adversities. As she prepares to serve another term, she finds herself at a crossroads, firm in her stance that the battles she has fought have not broken her spirit. She continues to express a defiance shaped by the tumultuous experiences of the last few years, declaring, “This didn’t break me.”
