Most notably, they cause consumer prices to rise, resulting in consumers effectively bearing the full costs and then some. A recent study by the National Bureau of Economic Research demonstrates the impact of tariffs by tracing the journey of a single bottle of imported wine through the global supply chain. The study illustrates how tariffs affect producers, importers, distributors, and consumers alike. Interestingly, it was found that foreign producers might lower their prices to absorb part of the tariff cost. This aligns with claims made by former President Donald Trump, who suggested that foreign companies "eat" some of the tariff costs to stay competitive. However, the study concluded that even with this price reduction, consumers ultimately face higher prices. The researchers documented that before a 25 percent tariff was imposed on wine, a $5 bottle would retail for $23 in the U.S. After the tariff’s implementation, while exporters lowered their prices to $4.74 per bottle, the final retail price increased by an average of $1.59 due to the added tariff and existing taxes. This resulted in consumers paying an average of 134 percent of the tariff increase, despite the foreign producers’ adjustments to their pricing. This study underlines a critical economic issue: tariffs negatively affect nearly all parties involved in the transaction. Producers lose out due to reduced export prices, and consumers bear the burden of increased retail prices. The only beneficiary in this scenario seems to be the government, which collects more tax revenue.
