Trump Takes Aim at French Wine and Italian Cheese in EU Trade Negotiations

Chris Lehoux, July 5, 2025

Donald Trump has announced plans to impose a 17% tariff on French wines, Spanish olive oil, and Italian cheese as a pressure tactic in ongoing trade negotiations with the European Union (EU). U.S. officials are considering this rate on EU agricultural products unless a trade agreement is reached by the upcoming Wednesday, which marks the end of a 90-day suspension of recent tariffs.

In April, the EU was granted a 20% tariff, which was reduced to 10% for the current pause. Earlier, Trump had threatened tariffs of up to 50% in late May, showcasing a steep escalation in trade tensions.

The U.S. is the second-largest buyer of EU agricultural exports, having spent €31 billion last year on various products, including wine, cheese, and olive oil. Despite this, a senior Trump administration official expressed optimism about reaching a deal, stating that talks had been productive.

However, EU representatives seem hesitant. Maroš Šefčović, the EU trade commissioner, was informed of these tariff threats during discussions in Washington, prompting a stronger pushback from the Commission. Current indications from the EU suggest they are preparing for the possibility of no agreement while still favoring a negotiated solution.

As the deadline approaches, the EU is also seeking to negotiate a quota for car exports to avoid a potential 25% tariff. This comes alongside concerns regarding tariffs on pharmaceuticals, wine, computer chips, and aircraft.

Trump’s new tariff threats have raised alarms as he prepares to contact various countries regarding potential levies starting Friday. He indicated a range of tariffs, potentially as high as 70%, for countries that do not reach an agreement. This escalates the stakes significantly compared to previous warnings.

Markets seem relatively unfazed by these latest threats, interpreting them as negotiation strategies rather than definitive actions. There is a belief among investors that the administration may retreat from such severe tariffs.

In conclusion, the situation is poised for significant developments ahead of the July 9 deadline for trade negotiations, with diplomats from the EU hopeful for an agreement in principle that could prevent further tariff escalation.
