NY Lawmakers Push for Wine Sales in Grocery Stores: A New Era for Retail?

VESTAL, N.Y. — New York State lawmakers are evaluating legislation that could change the way wine is sold by allowing grocery stores to sell wine within their premises. Currently, wine sales are predominantly confined to liquor stores, which has been beneficial for both local retailers and regional wineries.

State Senator Liz Krueger has proposed this law as a means to provide shoppers with greater convenience, allowing them to purchase wine alongside everyday groceries. The bill also aims to give New York wineries more visibility on store shelves.

However, local liquor store owners, like Mark Darpino of Vestal Wine and Liquor, express significant concern that this legislation would adversely impact their businesses. Darpino, who has operated his store for nearly 35 years, mentioned that the industry is already facing a sales decline, particularly with younger consumers drinking less. He estimates that about 50-60% of his business comes from wine sales, predicting that allowing grocery stores to sell wine could drastically reduce his revenue.

Darpino also pointed out that smaller wineries may not benefit from being featured in larger grocery store chains, which typically favor more popular brands over unique local offerings. He fears that shifting wine sales to grocery stores could undermine the support for regional vineyards and family-owned liquor stores.

While the proposed legislation specifies that only wine can be sold in grocery stores, leaving liquor sales restricted to liquor stores, there are concerns about potential future expansions of this allowance. Darpino’s son, Ean, emphasized the possible ripple effects on employment and the distribution network if grocery stores start selling alcoholic beverages.

The proposed State Senate Bill S1279A is currently under review by the legislature. As discussions continue, stakeholders are urging lawmakers to consider the long-term ramifications on small businesses and local wineries in the state.
